87 percent of steel mills in Mexico can export steel to the US without section 232 tariff

87 percent of steel companies can export steel by complying with the new United States rule that exempts molten and cast steel from paying the tariff in the USMCA region, and for the remaining 13 percent, Mexico asked the United States to exempt the 25 percent tariff, said the executive president of Grupo DeAcero, Raúl Gutiérrez Muguerza. The exclusion from the agreement is for those who do not comply with the rule of smelting steel in Mexico.

The main shareholder of DeAcero considered the decision of Mexico and the United States to impose 25 percent tariffs on Mexican exports to the United States with steel cast in China “great news”.

To try to eradicate the triangulation or transshipment of steel from China through Mexico, the governments of Mexico and the United States decided to apply the 25 percent tariff to any export of steel from Mexico to the United States with steel produced outside the zone of the USMCA. However, the United States accepted Mexico's request to exclude Brazil.
