Russia starts receiving applications for HRC import quota

The Russian Ministry of Industry and Trade has announced that it will start receiving applications for the special hot rolled coil (HRC) import quota that will be effective on December 1. The applications will be submitted until November 12 and November 18, depending on the different types of applicant. The quota permits will be issued starting from November 25.

According to the announcement by the ministry, 20 percent of the total import quota for Russia which is 1.03 million mt will be allocated between December 1, 2019 and March 31, 2020, 50 percent will be allocated between April 1, 2020 and July 1, 2020, while the remaining 30 percent will be allocated between August 1, 2020 and November 30, 2020.

As SteelOrbis previously reported, in August this year the Council of the Eurasian Economic Commission (EEC) set the quota volume at 1,327,758 mt and imports exceeding this volume will be subject to a duty of 20 percent. The total quota is distributed among EEC countries as follows: 1.03 million mt for Russia, 264,300 mt for Belarus, 15,500 mt for Armenia, 12,000 mt for Kazakhstan and 2,700 mt for Kyrgyzstan.
