US finds circumvention in rebar imports from Mexico’s Deacero

The US Department of Commerce (DOC) has announced a preliminary circumvention ruling on imports of steel concrete reinforcing bar (rebar) imported from the Mexican producer Deacero S.A.P.I. de C.V (Deacero).

After completing its preliminary investigation, the DOC has determined that Mexican hooked or bent  rebar produced and/or exported to the United States by Deacero is circumventing the existing antidumping duty (AD) order on rebar from Mexico that is straight or in coil form.

Accordingly, the DOC will instruct US Customs and Border Protection to begin collecting cash deposits on imports of hooked or bent rebar produced and/or exported to the United States. This duty will be imposed on future imports, and on any unliquidated entries since October 18, 2019 which is the date the DOC initiated this circumvention inquiry.

The petitioners are US domestic producers of rebar: Nucor Corporation, Gerdau Ameristeel US Inc., Commercial Metals Company, Cascade Steel Rolling Mills, Inc., Byer Steel Group, Inc., and Steel Dynamics, Inc.
